Your work environment

Over two years after the escalation of tensions between Russia and Ukraine, a total of 7.6 million Ukrainian refugees remain overseas and a further 5.1 million remain internally displaced in Ukraine. Currently, an estimated 17.6 million people within Ukraine require humanitarian assistance, including the need of food, water and medicines.
5,796,748 refugees have crossed the Polish border, 591,947 refugees have crossed the Moldavian border and 1,127,998 refugees the Romanian border.
This situation has led ACF France to open Country Offices, in Ukraine, Poland and Romania and ACF Spain in Moldova.

ACF has deployed a regional multi-sectorial strategy through direct implementation and partnership. Core activities are Food Security & Livelihood (canned and dry food distribution, hot meals, cash) and Mental Health & Care Practices (psychosocial support, Baby Friendly Space, psychiatric referrals). Additionally, in Ukraine the strategy also includes WASH activities (rehabilitation/repair of centralized water and sanitation networks, minor repair of Collective/Transit Centers, emergency Water supply and hygiene kit distribution) as well as Health & Nutrition (primary health care structures support including provision of medicines and trainings).

In Ukraine ACF currently intervenes in the East (Dnipro, Kharkiv, Sumska, Zapporizhzhia), the West (Ivano Frankivsk, Chernivtsi) and is extending its coverage to the southern part of the country (Odessa, Mykolaiv).

 

Your position and responsibilities

Under the supervision of the Country Director, you will be responsible for providing leadership at field office level in order to deliver a quality and timely response to events as assigned. 

More specifically, your missions will be to :

  • Provide Leadership and/or Set-up and Support operational and Program Implementation
    • Lead on field needs assessment and programs development. Ensure programs are developed in line with humanitarians needs and if not the case, propose solution for adjustment
    • Ensure programs start in a timely manner and are implemented at speed and scale. If not the case propose or take corrective measures
    • Support in supervising and monitoring the program implementation, and actively support them in case of emergency situation
    • Ensure that the programs activities meet appropriate quality standards, through the implementation of monitoring and accountability mechanisms
    • Ensure the strong collaboration between technical and support services
    • Lead in supporting new project development in locations under their leadership, in collaboration with the grant management team, and country-level coordination teams.
  • Ensure Team Management
    • Ensure the scale of the field team is in line with the Emergency Response Needs, scaling-up as needed, assess the gaps and identify resources to cover them
    • Ensure recruitment of direct reports as appropriate
    • Ensure on boarding system for new field staff are in place and implemented
    • Ensure that the team objectives are adapted to the emergency response needs and that resources are provided to help team members meet their goals
    • Ensure capacity building which allows teams to carry on activities after departure
  • Ensure Internal and External Coordination 
    • Communicate regularly with the coordination team and request support as necessary
    • Participate at different forums at field level to ensure representation and coordination of ACF with others stakeholders (authorities, cluster, working group…)
    • If required, participate or lead in the identification of potential local partners and/or coordinate programme set up and implementation with them
  • Participate in Security and Safety Management

  • Support ACFs commitments to gender equality, child protection sensitivity and other cross-sectoral priorities

     

Your profile

You have a Master’s Degree, ideally in Humanitarian Program Coordination, International Development, International Relations and you have at least 5 years of field experience in operational management of humanitarian programs in a similar role and in emergency contexts.

You have experience in security and safety management in volatile environments and excellent interpersonal, communication and listening skills.

You are passionate about management, and have the ability to support and empower your team. You have excellent adaptable skill and cultural awareness and are able to work with various nationalities.

Your have very good command of English both written and verbal. Speaking Ukrainian and/or Russian is a strong asset.

Your employment conditions

  • Fixed term contract under French legislation: 12 months
  • Monthly gross salary from 2597€ to 2968€ upon experience,  including 13th month
  • Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
  • Annual salary increase: 6% increase after and each 12 months of continuous contract
  • Monthly per diem and living allowance: 838€ net, field paid
  • Monthly country allowance: 450€  
  • Cold allowance: Reimbursement for the purchase of winter equipment for a maximum of 380€ per person per year in severe cold contexts
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
  • Salary sustainment measures (sickness, paternity, maternity)
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

Why join us ?

The next year will be marked by a need to demonstrate operationnal added-value in delivering the assistance both in emergency/rapid response as well as early-recovery programming. Overall, the team is experienced and has been working with ACF for some time, they are highly motivated and willing to go the extra miles. The living conditions in Ukraine are very good in general but will likely be alterated by periods of sheduled/emergency power-cuts. From security side, Dnipro is rather calm yet regularly targeted by various missiles type or drones. As for Kharkiv, the proximity with the RF border increases drastically the frequency and exposure to aerial attacks while reducing the time to react in such event.
