Over one year after the escalation of tensions between Russia and Ukraine, a total of 7.6 million Ukrainian refugees remain overseas and a further 5.1 million remain internally displaced in Ukraine. Currently, an estimated 17.6 million people within Ukraine require humanitarian assistance, including the need of food, water and medicines. 

ACF has deployed a regional multi-sectorial strategy through direct implementation and partnership. Core activities are Food Security & Livelihood (canned and dry food distribution, hot meals, cash) and Mental Health & Care Practices (psychosocial support, PFA training, Baby Friendly Space, psychiatric referrals). Additionally, in Ukraine the strategy also includes WASH activities (rehabilitation/repair of centralized water and sanitation networks, minor repair of Collective/Transit Centers, emergency Water supply and hygiene kit distribution) as well as Health & Nutrition (primary health care structures support including provision of medicines and trainings). 

In Ukraine ACF currently intervenes in the East (Dnipro, Kharkiv, Sumska and Zapporizhzhia), the West (Ivano Frankivsk and Chernivtsi) and is extending its coverage to the southern part of the country (Odessa and Mykolaiv). »

In order to provide leadership and a technical support to implement all MHPSS activities to ensure a rapid and quality emergency response during an emergency deployment, we are looking for a Head Of MHPSS Department.

Your position and responsibilities

Mission 1: To contribute to the country strategy and to define the strategy and positioning of the MHPSS Department and MHPSS program strategies.

Collect and analyse internal and external data on the MHPSS context and analyse MHPSS humanitarian situation
Communicate collected and analysed information internally and externally, and with the head office
Ensure the definition and quality of mission sectoral strategy in agreement with the ACF international and national frameworks
Monitor the implementation of the MHPSS mission strategy, its revision and accountability 
Identify and support the technical sectoral advocacy themes specific to the mission (in agreement with the advocacy objectives defined by the ACF reference documents
Ensure the integration of the MHPSS sector with the other sectors (FSL, Health/NUT, WASH)
Support technical and operational advocacy of the mission, of the region and the head office (in agreement with the advocacy objectives defined by the ACF reference documents)

Mission 2: To coordinate identification of needs and formulation of project proposals.

Assess beneficiaries' needs by conducting surveys, evaluations and meeting with key actors
Propose intervention strategies based on identified needs and ensuring a cross-cutting approach to interventions
Ensure formulation and implementation of the feasibility study of the MHPSS projects
Define intervention areas
Write technical part of proposals and strategy documents
Involve the Logistical and Finance departments in definition/validation of the MHPSS activities

Mission 3: To support implementation and reporting on programmes/projects

Validate key steps and technical methodologies of the projects implemented (chronogram, baseline and final surveys, technical studies, invitations to tender, specifications, community approach, external evaluations)
Provide technical support (direct and remote) to the ACF Program Managers and MHPSS team as well as ACF partners
Ensure information sharing and communication flow within the mission and send alerts when needed
Ensure monitoring and evaluation systems are in place for constant improvement of MHPSS interventions
Review and validate, within the deadlines, MHPSS sections of internal and donor reports, project amendments with the contribution of the teams

Mission 4: To guarantee the quality and accountability of the projects

Mission 5: To ensure active involvement of ACF in the national sectoral coordination, the technical platforms and develop sectoral partnerships

 

Mission 6: To technically manage the teams (ACF)

 

Mission 7: To promote capitalization, development, technology and research of the MHPSS department

Ensure capitalization and lessons learnt for the MHPSS sector at mission level, and communicate them to the head office (technical development...)

 

 

Mission 8: Guarantee and ensure the confidentiality of data collected during the MHPSS&P activities of the mission


Your profile

Applicants with strong experience in MHPSS sector and Degree, with Masters level, in Psychology;, at least 3 years experience in a similar position; Experience in leadership; Excellent managerial and supervisory skills; Experience in project management; Experience in emergency and in humanitarian environment; Excellent planning skills;

Your employment conditions

 

  • Fixed term contract under French legislation: 6 months
  • Salary
    • Monthly gross salary from 2597 to 2968€ upon experience
    • Reimbursement of the pension insurance for non
    • French citizens: 16% of the gross monthly salary
    • Annual salary increase: 6% increase after and each 12 months of continuous contract
    • Monthly per diem and living allowance: 838€ net, field paid
    • Monthly country allowance: 450€
