Afghanistan remains one of the world's most protracted and complex humanitarian crises. Decades of conflict, political transition, economic collapse, and recurrent natural hazards—including droughts and a recent earthquake—have severely eroded livelihoods, basic services, and coping mechanisms. Over half of the population requires humanitarian assistance, with acute food insecurity and critically high malnutrition rates, particularly among children, further compounded by large scale returns of Afghans from neighboring countries. Humanitarian actors operate in an increasingly constrained and complex environment. At the same time, humanitarian funding continues to decline despite escalating needs, threatening the continuity of life saving assistance and placing millions at heightened risk. Action Against Hunger (ACF) has been present in Afghanistan since 1979. The current country strategy prioritizes a more integrated approach to addressing the underlying drivers of malnutrition, with a strong focus on community based programming, localization, and sustained emergency preparedness and response capacity.

Under the supervision of the Country Director, your missions will be as follows :

• Coordinate support departments’ strategy and ensure operational management of all support areas

• Represent and liaise on behalf of Support Departments with donors, authorities, UN, NGOs

• Provide inputs on HR, Finance and Logistics Constraints and opportunities

• Management teams (Finance, HR and Logistics)

• Follow-up on management of HR, Finance, and Logistics rules

• Act as Country Director in her·his absence

• Proactively support ACFs commitments to gender equality and child protection sensitivity 

You hold a Master’s degree or a Bachelor’s degree in a relevant discipline, combined with substantial professional and international experience.

You have significant experience working with INGOs, and at least 5 years’ experience in humanitarian and/or development aid, including at least 2 years in Finance, HR, or Logistics management and 3 years in team leadership roles.  You have ideally previous experience as a Field Coordinator or Head of Department, in  insecure contexts.

You have strong knowledge of, or familiarity with, ACF financial, HR, and logistics systems and methodologies (including shared cost methodology, SAGA, Homere, LINK). Experience in managing strategic partnerships is an asset.

You are able to lead, motivate, and develop multicultural teams, with strong diplomatic, negotiation, and decision‑making skills, and your are able to work autonomously with minimal guidance.

You master professional English, with strong written skills.

National applications : 12-month contract according to the internal and national salary conditions of ACF in Afghanistan

International applications :

• Fixed term contract under French legislation: 12 months

• Monthly gross salary from 2899 to 3376€ upon experience, including 13th month

• Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary

• Annual salary increase: 6% increase after and each 12 months of continuous contract

• Monthly per diem and living allowance: 681€ net, field paid

• Monthly country allowance: 450€

• Cold allowance: Reimbursement for the purchase of winter equipment for a maximum of 380€ per person per year in severe cold contexts

• Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)

• Transportation and accommodation: Coverage of transportation costs and guest house

• Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses (as well as your dependents if you have a family post), and up to 1 month after the end of your contract.

• Salary sustainment measures (sickness, paternity, maternity)

• Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

Working in Afghanistan is both deeply meaningful and uniquely complex. We are seeking a Deputy Country Director Support who brings strong technical expertise across support functions, combined with the strategic vision needed to operate in a highly constrained and evolving context marked by humanitarian needs and chronic food and nutrition insecurity. The role requires translating country strategy into effective operational systems that enable quality programme delivery, long-term planning, and organizational sustainability, while supporting integrated approaches that address the underlying causes of malnutrition and vulnerability.

A strong commitment to working with national and local actors and advancing localization is essential, as the position will play a key role in strengthening partnerships, improving system efficiency, and supporting local capacities.
