Your work environment

Action contre la Faim has been working continuously in Sierra Leone since 1991. The organization is well recognized as a key actor in both humanitarian/emergency response (civil war, Ebola virus epidemic 2014-2016, COVID-19 pandemic) and now in a more development setting. ACF currently plays a strong role in Health System Strengthening, working on national level policies and plans, building capacities national and district level to deliver improved services. Climate Change Adaptation and Mitigation has also become a central element of ACF interventions in country. Due to Sierra Leone’s vulnerability to climate change, seen through changing rain patterns and increasing incidence of major floods and landslides, ACF works to increase local community resilience to climate related shocks through dissemination of knowledge related to climate resilient agricultural practices and sustainable land management, and increased access to meteorological information. The field team also supports the National Disaster Management Agency (NDMA) on the development and digitalization of a flood anticipation tool, improving data management and providing trend analysis to improve readiness.

The Coordination is based in Freetown and composed of 30 national staff and 2 expatriates.

Your position and responsibilities

Under the supervision of the Country Director, you will manage and lead the Finance and Logistics Department (ACF and partner) to ensure compliance with ACF and donors' policy, and contribute to the growth of the country office.

Your missions will be to :

  • Ensure quality financial controls including accountancy, cash management, financial and budgetary management
  • Coordinate logistics function according to ACF standards
  • Contribute to the country office partnership engagement and management
  • Contribute to security management
  • Contribute to the  prevention and managing situations of fraud and corruption
  • Supervise and support the Finance and Logistics team (15 employees) in the capital and be the functional manager of the Logistics Senior Officer and Senior Admin Officer on bases
  • Drive Capacity Building, Innovation, and Strategic Leadership

In the next two months, the focus will be on learning the role, supporting the Finance and Logistics teams, and making sure the work goes smoothly.

 

Your profile

You hold a Master's degree or MBA in Finance/Business Administration with Finance options/Supply chain or Logistics Management with the Chartered Accountant (CA) certification.

You have at least 3 years of experience in a similar Finance and Logistics coordination role and over 5 years of experience in Financial Management for Chartered Accountants, as well as a proven experience in donor budget management and compliance, preferably in NGO sector.

You are able to ensure the implementation of logistics activities, and to identify, collect, interpret, sort, analyze, and produce summaries of Financial and Logistics data and issues, and to provide recommendations and/or raise alerts to the appropriate stakeholders. 

You are used to accounting and banking software and designing support tools for Finance and Logistics.

Your organizational skills, rigor and responsiveness, as well as your ability to manage priorities, have already enabled you to successfully manage teams and budgets.

Your employment conditions

  • Fixed term contract under French legislation: 12 months until 31/08/2026
  • Monthly gross salary from 2597 to 2968 € upon experience,  including 13th month
  • Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
  • Annual salary increase: 6% increase after and each 12 months of continuous contract
  • Monthly per diem and living allowance: 506€ net, field paid
  • Monthly country allowance: 150€
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses, and up to 1 month after the end of your contract.
  • Salary sustainment measures (sickness, paternity, maternity)
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period
