Its charter of humanitarian principles — independence, neutrality, non-discrimination, free and direct access to victims, professionalism, and transparency — has defined its identity for over 40 years.
Its mission is to save lives by eliminating hunger through the prevention, detection, and treatment of malnutrition, especially during and after emergency situations linked to conflicts and natural disasters..

Afghanistan remains one of the world's most protracted and complex humanitarian crises. Years of conflict, economic collapse, and recurrent natural disasters—including droughts and a recent earthquake—have left over half the population in need of assistance. Acute food insecurity and high malnutrition rates, especially among children, are worsened by the large-scale return of Afghans from neighboring countries. Yet, despite growing needs, humanitarian funding continues to decline, threatening life-saving aid and placing millions at risk. Action Against Hunger (ACF) has operated in Afghanistan since 1979. The mission is currently revisiting its strategy to adopt a more integrated approach to addressing the drivers of malnutrition, with a focus on community-based programming, localization, and emergency response readiness. In this evolving context, advocacy plays a vital role in influencing policy, securing flexible funding, and promoting enabling systems. It must also safeguard human rights and uphold principled humanitarian action. Advocacy efforts should be carefully balanced with protection imperatives, ensuring adherence to the “do no harm” principle and that engagement with stakeholders does not compromise the safety, dignity, or rights of affected populations. Strategic and responsible advocacy is essential to ensure humanitarian actors can continue to stay and deliver in Afghanistan.

Your position and responsibilities
Under the supervision of the Country Director, your missions will be to :
- Act as advocacy focal point for the mission by providing direct support to the mission, develop positioning, strategic engagements, and identifying recommendations
- Work with the program and support teams, as well as local partners, to build their capacity in advocacy, and ensure that programmatic data and analysis is available for advocacy, communications and other related objectives
- Develop and implement ACF advocacy Afghanistan strategy and outputs, in line with ACF global and mission strategy
- Develop and carry out external communication initiatives which relate to ACF mission, in line with ACF Afghanistan and global advocacy strategies to influence external stakeholders

Your profile
You hold a Master's degree in International Relations, International Humanitarian Law, Social Sciences, Politics, Development Studies, or a related field.
You have proven experience in humanitarian advocacy, including high-level representation, negotiation, and influencing aid policies. Experience working in insecure or volatile environments is highly desirable.
You have a strong ability to analyze and synthesize complex issues into strategic insights, along with experience in humanitarian or development aid and project management.
You have solid knowledge of IHL, humanitarian principles, the broader humanitarian system and demonstrated strategic and critical thinking, with excellent command of advocacy tools and processes, as well as diplomatic, negotiation, and communication skills.
You are fluent in professional English, with advanced writing abilities.
Your employment conditions
National applications : 6-month contract according to the internal and national salary conditions of ACF in Afghanistan
International applications :
- Fixed term contract under French legislation: 6 months
- Monthly gross salary from 2597 to 2968€ upon experience, including 13th month
- Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
- Annual salary increase: 6% increase after and each 12 months of continuous contract
- Monthly per diem and living allowance: 681€ net, field paid
- Monthly country allowance: 450€
- Cold allowance: Reimbursement for the purchase of winter equipment for a maximum of 380€ per person per year in severe cold contexts
- Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
- Transportation and accommodation: Coverage of transportation costs and guest house
- Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses (as well as your dependents if you have a family post), and up to 1 month after the end of your contract.
- Salary sustainment measures (sickness, paternity, maternity)
- Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period
