In mid2021, ACF decided to open a full structured mission in Mozambique and start its activities following the findings of an initial scoping mission in October/November 2020 and a rapid informal information gathering in May 2021 for nutrition. This strategy is based on these results, plus the information gathered through ACF field presence and cluster’s participation since early 2021. Given the volatility of the context, including security situation changes since March 2021 and the consequent increase of humanitarian needs, ACF aims to complete a Food Security & Livelihoods targeted assessment.

Humanitarian needs among conflict-affected populations in Cabo Delgado are wide-ranging and span all of ACF’s core sectors of expertise, including Food Security & Livelihoods, Nutrition & Health and WASH, which have been prioritized as part of our emergency strategy in partnership with local and international NGOs already present in Cabo Delgado to support the emergency response in the area. In light of the rapidly changing context, the humanitarian needs and ACF’s expertise, the geographic area of intervention will focus on H2R (Hard to Reach) areas comprising Mueda and Macomia, with complementarity in districts with higher needs and population movements.

We are looking for an Emergency Health and Nutrition Expert, based in Pemba.

 

Your position and responsibilities

Under the supervision of the Deputy Country Director for Programmes, your responsibility will be to provide technical guidance and support to ACF team in health and nutrition emergency within North Mozambique (Cabo Delgado, Niassa and Nampula provinces), in order to improve quality of interventions.

More specifically, your missions will be to :

  • Provide technical support in emergency health and nutrition to improve project and program quality
  • Develop tools, guidelines, and SOPs in emergency health and nutrition
  • Strengthen team and partner capacities in emergency health and nutrition
  • Increase ACF health and nutrition programming quality and technical expertise in the delimited provinces
  • In collaboration with the manager, represent ACF and its positioning in health and nutrition internally and with governmental, local and international agencies
  • Deliver mission report, including process, challenges and recommendations on specific mission objectives, and summary of main findings
    • Training reports for project teams, stakeholders and partners,
    • Reports on the various workshops held during the process
    • Implementation plan/ support for the implementation of the roadmap
    • Activity monitoring and evaluation plans
    • Lessons learned and recommendations

 

 

Your profile

You have a medical or paramedical background and a Master diploma in health and nutrition, with at least 3-4 years’ experience with international NGOs, in equivalent technical position and experiences implementing, monitoring, evaluating and learning emergency health and nutrition programs, including mobile teams.

You know humanitarian contexts and principles, project cycle management, as well as international norms, national standards and policies, concepts and definitions in emergency health and nutrition. You also know epidemiological approaches, Sexual and Reproductive Health and Right, Nutrition in emergency, Epidemics.

Autonomous, rigorous, and initiative-taker, you are able to identify, analyse a health and nutrition technical alert, and implement action/communication to respond to this alert. You are also creative and proactive which enables you to contextualize knowledge in emergency to propose the most relevant and up-to-date orientations.

You have skills in collecting, managing, analysing qualitative and quantitative data, following-up pharmacy supply and stock and in formalizing a procedure/process, producing quality technical summary documents.

Influential and persuasive, you are a good communicator, able to lead training session, manage team and represent ACF.

You master English (oral and written), and also Portuguese or Spanish.

Your employment conditions

  • Fixed term contract under French or Mozambican legislation: 3 months
  • Field trips : Cabo Delgado

International applicants

  • Monthly gross salary from 2130 to 2475€ upon experience,  including 13th month
  • Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
  • Annual salary increase: 6% increase after and each 12 months of continuous contract
  • Monthly per diem and living allowance: 622€ net, field paid
  • Monthly country allowance: 150€  
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage:  ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses (as well as your dependents if you have a family post), and up to 1 month after the end of your contract.
  • Salary sustainment measures (sickness, paternity, maternity)
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

  • Gross Monthly Income: 172,652.00MZN
  • 4,000.00 Mzn per month transport (paid at the end of month)
  • 13th Month: paid in December (prorata depending on the starting date)

  • Work-related accidents insurance: included 

Why join us ?

The mission currently employs 7 international and 65 national staff working from Pemba (coordination and one field office) and Mueda (field office). The field office based in Pemba supervises ACF’s programs in several districts of Cabo Delgado such as Macomia and Quissanga. The Mueda office  supervises programs in Mueda, Nangade and Miudumbe. ACF is also exploring new areas of intervention to best address the humanitarian needs of the population.

Pemba is the largest and capital city of Cabo Delgado Province with a population of 200,529 according to the data census of 2017.

Pemba is relatively calm and stable while other areas of intervention in the province require a constant check in and update of information to ensure the safest and most secure environment for the team is guaranteed. The office is located in the Expansao area and the guesthouse is in the Wimbe area, which are 5 minutes away by car.
