Cabo Delgado province, already one of the most vulnerable and poverty-stricken provinces of Mozambique, has been affected since late 2017 by armed conflict perpetrated by Non-state armed groups which continued to destabilise pockets of territory, generating new waves of displacement and constantly undermining the provision of humanitarian assistance.

Mozambique faces multiple shocks, including the conflict in Northern Mozambique, frequent natural hazards and disease outbreaks. The international community has been working to address the crisis, restore peace, and stabilize the province. Humanitarian efforts are underway to provide aid and support to the displaced populations, while security forces are engaging in counter-insurgency operations to quell the violence. Alongside these efforts, there is a growing emphasis on long-term development programs to promote sustainable economic growth and improve the livelihoods of the affected communities.

ACF has since been implementing its humanitarian response with an integrated, multi-sectoral approach, addressing WASH, Health and nutrition, Food Security & Livelihoods amongst the Mozambican Internally Displaced Persons (IDPs) in camp and non-camp settings, as well as returnees and host communities. In 2025, ACF is willing to continue the humanitarian intervention in the areas still presenting urgent needs but also focusing on post-emergency / recovery interventions. 

 

Your position and responsibilities

Under the supervision of the Country Director, your missions will be to :

  • Contribute to the development of the Country Office funding strategy
  • Support the elaboration of internal and donor reporting documents and ensure the follow up of the Country Office’s reporting obligations in relation with the Country Director, Technical Head of Departments, and the Field Coordinators
  • Follow up ACF Mozambique contract monitoring and filing, and ensure regular and efficient communication and information/document sharing within the Country Office and with the HQ
  • Contribute to the management of external communication
  • Manage partnership development, capacity building, compliance and monitoring of ACF partners

 

Your profile

You have a Bachelor or Master's degree in humanities, social sciences or other relevant fields, with a significant experience in Grants and Reporting, and 1 to 2 years of experience in a similar position in an NGO (field or HQ).

You have proven experience of copy-writing and editing articles, reports and presentations, and you are able to interpret and apply donor regulations.

You are a skilled communicator, a proactive team player as well as a critical thinker. You are also very attentive to details.

Organised, you are able to ensure deadline management.

You have good working knowledge of Microsoft Office and online tools.

You speak and write excellent English. Speaking Portuguese is a great asset.

 

Your employment conditions

  • Fixed term contract under French legislation: 3 months until  31/12/2025
  • Monthly gross salary from 2130 to 2475€ upon experience, including 13th month
  • Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
  • Annual salary increase: 6% increase after and each 12 months of continuous contract
  • Monthly per diem and living allowance: 630€ net, field paid
  • Monthly country allowance: 150€ 
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses (as well as your dependents if you have a family post), and up to 1 month after the end of your contract.
  • Salary sustainment measures (sickness, paternity, maternity)
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

The Mozambique mission has four offices (Pemba coordination, Macomia, Mueda and Mocimboa da Praia), composed of 78 National staff and 5 Expats.

Pemba is the largest and capital city of Cabo Delgado Province which offers a permissible work-life balance, with accessible tropical beaches and no enforced no-go areas, apart from the usually forbidden military bases in the city. The city of Pemba is overall calm.

ACF’s guesthouse and office in Pemba are two different compounds and are each situated about 20 minutes’ drive from the airport. The airport is connected to Maputo and Johannesburg, in addition to UNHAS flights. Expatriates leave in small houses on a shared compound. All houses have a living room with a kitchen and two bedrooms with their respective bathroom, are equipped and have an internet connexion. The compound is close to Pemba main beach and some restaurants.
