In mid2021, ACF decided to open a full structured mission in Mozambique and start its activities following the findings of an initial scoping mission in October/November 2020 and a rapid informal information gathering in May 2021 for nutrition. This strategy is based on these results, plus the information gathered through ACF field presence and cluster’s participation since early 2021. Given the volatility of the context, including security situation changes since March 2021 and the consequent increase of humanitarian needs, ACF aims to complete a Food Security & Livelihoods targeted assessment that will take place in December 2021.

Humanitarian needs among conflict-affected populations in Cabo Delgado are wide-ranging and span all of ACF’s core sectors of expertise, including Food Security & Livelihoods, Nutrition & Health and WASH, which have been prioritized as part of our emergency strategy in partnership with local and international NGOs already present in Cabo Delgado to support the emergency response in the area. In light of the rapidly changing context, the humanitarian needs and ACF’s expertise, the geographic area of intervention will focus on H2R (Hard to Reach) areas comprising Mueda and Macomia, with complementarity in districts with higher needs and population movements.

 

We are looking for our new Human Resources Head of Department based in Pemba, Mozambique.

Your position and responsibilities

Under the supervision of the Country Director, your role will be to define Human Resources policy for the mission and coordinate its implementation and deployment throughout the mission in order to provide optimum support to programs.

More specifically, your missions will be to :

  • Contribute to defining mission strategy
  • Supervise the staff administration and payroll
  • Provide guidance for the recruitment and training of all employees and promote career development
  • Ensure a coherent organisation of work and establishment/update of policy of compensation and benefits
  • Implement collective rules and communicate internally
  • Promote and ensure collaboration and coordination in Human Resources with the mission’s partners
  • Prevent and manage cases of fraud and corruption
  • Manage the Human Resources team and the home staff in country office and be support/technical Manager for Human Resources Managers in the bases

Your profile

You hold a Master’s degree in Human Resources Management with strong and demonstrated expertise, and a minimum of 3 years' experience in similar position, within the INGO and private sector. Ideally, you know well ACF operations, policies and procedures, and have a demonstrated experience in working in Mozambique within the humanitarian aid.

You have experience in using budgets and providing HR numbers to set up and review budgets, and in engaging with outside agencies/authorities in connection with HR issues. You are able to grasp a wide range of complex issues and synthetize them strategically.

You excel at team management and capacity building, and genuinely enjoy enhancing the skills and abilities of your team members.

You have proven interpersonal, networking and negotiation skills. You are open minded and flexible character, autonomous and result oriented.

You master English and Portuguese, both written and verbal, with excellent writing and oral communication skills.

Your employment conditions

  • Fixed term contract under French legislation: 3 months until 31/12/2024
  • Monthly gross salary from 2597 to 2968€ upon experience,  including 13th month
  • Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
  • Annual salary increase: 6% increase after and each 12 months of continuous contract
  • Monthly per diem and living allowance: 622€ net, field paid
  • Monthly country allowance: 150€  
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
  • Salary sustainment measures (sickness, paternity, maternity)
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

The mission currently employs 7 international and 65 national staff working from Pemba (coordination and one field office) and Mueda (field office). The field office based in Pemba supervises ACF’s programs in several districts of Cabo Delgado such as Macomia and Quissanga. The Mueda office  supervises programs in Mueda, Nangade and Miudumbe. ACF is also exploring new areas of intervention to best address the humanitarian needs of the population.

Pemba is the largest and capital city of Cabo Delgado Province with a population of 200,529 according to the data census of 2017.

Pemba is relatively calm and stable while other areas of intervention in the province require a constant check in and update of information to ensure the safest and most secure environment for the team is guaranteed. The office is located in the Expansao area and the guesthouse is in the Wimbe area, which are 5 minutes away by car.
