As the Russian invasion of Ukraine continues, millions of Ukrainian remain internally displaced in their country, while the ongoing hostilities continue to fuel a wide range of humanitarian needs and 14.5 million Ukrainian are considered as in need of assistance by the United Nations.

ACF has deployed a comprehensive multi-sectorial strategy through direct implementation and partnership, from humanitarian response to recovery. Core activities include Food Security & Livelihoods (distribution of food vouchers, cash assistance and support to small businesses), Mental Health & Care Practices (psychosocial support, psychoeducation, distress stabilization),  WASH (rehabilitation of water networks, Collective Centers and medico-social institutions) as well as Health & Nutrition (support to Primary Health Care Centres and Mobile Health Units). 

ACF currently has bases in Dnipro, Kharkiv, and Kyiv. The regions we cover are: Dnipro, Donetsk, Kharkiv, Sumy and Zapporizhzhia Oblasts, from a coordination base in Dnipro.

Your position and responsibilities

As Country Director, you will be responsible for implementing a sound and relevant delegation system (with appropriate control mechanisms), which will allow you to be accountable for all the following responsibilities:

  • Ensure strategic and operational planning and organizational performance
    • Oversee the development of a high-quality strategic plan through inclusive and participatory processes, monitor implementation, and ensure stakeholders understand the strategic approach
    • Lead the preparation, updating, and implementation of the country strategy, ensuring alignment with the ACF vision and mission
  • Lead programming, working with the Programme Coordinator
    • Review the impact of ACF’s programmes and integrate lessons learnt into the Country Strategy
    • Put in place appropriate programme oversight processes and tools to ensure that programmes are implemented on time and budget and that programmatic risks are identified and mitigated
    • Ensure regular donor engagement during programme implementation
    • Review proposals and ensure high quality and competitive proposals that align with donor priorities and requirements
    • Oversee the coordination of proposal development to ensure that relevant people in country and in HQ are engaged on proposal design
    • Ensure appropriate assessments are conducted to inform and support proposal design
    • Identify and and review funding opportunities and take go/no go decisions
  • Maintain and develop external relations and partnerships
    • Support coalitions and networks, ensure cordial media relations and act as an ACF spokesperson when necessary
  • Guarantee security
    • Ensure the mission has robust security plans in place and adheres to security guidelines and procedures
  • Provide teams and Human Resources management 
    • Oversee Finance and Logistics departments

  • Manage Finance and Logistic
    • Together with the HQ ARC department, ensure the overall supervision and development of the Audit, Risk and Compliance (ARC) function (risk management, donor compliance, internal audits, fraud & safeguarding management)
    • Coordinate, with the local Senior Management Team and the ARC function (Audit, Risk and Compliance), the audit recommendations follow up within the country office
    • Be the guarantor of the effectivity & quality of the internal control, compliance and risk mitigation systems in the country office
    • Ensure compliance with ACF charter, policies and ethical standards
    • Ensure compliance of the activities with national and international laws/regulations with the support of the selected local/national legal consultant and ACF legal department within HQ ARC
  • Work relationships with HQ
    • Ensure deadlines are met and pilot the follow-up on HQ recommendations
    • Update HQ on strategy implementation, proactively refer matters that could affect the mission, and facilitate communication between field teams and HQ
    • Serve as a key liaison between the field and HQ

 

Your profile

You hold a university degree in the field of international relations, business administration or management.  
  
You have at least 4 years in similar management positions in humanitarian aid, including an experience with Action contre la Faim or international NGOs.

You have experience in coaching of teams and  change management.

You have already been on mission in Ukraine.

You are particularly skilled in strategic vision, leadership, networking, management and development of staff, and communication and advocacy.  

You speak and write French and English fluently. Knowledge of Ukrainian or Russian is a great asset.

Your employment conditions

  • Fixed term contract under French legislation: 12 months
  • Monthly gross salary from 3572 to 4128€ upon experience,  including 13th month
  • Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
  • Annual salary increase: 6% increase after and each 12 months of continuous contract
  • Monthly per diem and living allowance: 504€ net, field paid
  • Monthly country allowance: 450€  
  • Cold allowance: Reimbursement for the purchase of winter equipment for a maximum of 380€ per person per year in severe cold contexts 
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses, and up to 1 month after the end of your contract.
  • Salary sustainment measures (sickness, paternity, maternity)
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period
