Action Against Hunger (ACF) has been operational in Nigeria since 2010 and has been able to successfully implement integrated programs in Nutrition, Health, Food Security and Livelihoods (FSL) and Water, Sanitation and Hygiene (WASH). Further, the mission has expanded its programs in the wake of conflict in Borno state since 2017, focusing on long-term sustainable programs focused on system strengthening for the Health, WASH, Social Protection, and Agriculture sectors. ACF has also been operating in Jigawa and Kano states in the Northwest with social protection, advocacy and policy-level interventions. The mission launched a response in Sokoto state in the Northwest in 2021 following the cholera outbreak. Since 2018, ACF has been among the leading agencies in implementing the Rapid Response Mechanism (RRM) in Northeast and Northwest Nigeria (Borno, Yobe, Jigawa, Kano, Bauchi and Sokoto states) to address the urgent humanitarian assistance to the displaced populations. Currently, ACF is implementing multi-sectoral emergency and development-oriented programs in Yobe, Borno, Jigawa, Kano, Bauchi and Sokoto States reaching  2,732,030 individuals ( 1,133,162 Male; 1,598,868 Female) in the year 2022. Despite the remarkable achievements in the humanitarian sector, ACF, like other humanitarian actors, has been continuously affected by the shrinking humanitarian space due to the security context caused by the operation of non-state armed groups.

Your position and responsibilities

Under the supervision of the Deputy Country Director for Programs, you will guarantee the quality, relevance and scaling up of WASH programme of the mission, in conformity with ACF and international standards and national policies.

Your missions will be to :

  • Contribute to defining the country strategy as well as the strategy and positioning of the WASH technical department
  • Coordinate the identification of needs and the formulation of project proposals
  • Oversee the implementation of, and ensure reporting on, programs/projects
  • Guarantee the quality and accountability of projects
  • Ensure the active participation of ACF in national sectoral coordination and technical forums and develop sectoral partnerships
  • Manage the team (1 Direct Report : DHOD and 4 Indirect Report : Programme Manager)
  • Promote capitalization, technical development, research and innovation within the WASH Department

 

Priorities will be to :

  • Understand the country context in relation to program imperatives
  • Facilitate grant writing and report writing/submission based on the timelines of the donors
  • Consolidate and facilitate the technical support to the field teams and program implementation teams, ensuring program quality

 

Your profile

You hold a Master's degree in Water Engineering, Construction Engineering, or Public Health, and you have over 3 years of experience working on water, sanitation, hygiene, and health education projects, in humanitarian contexts. Experience with Action Against Hunger is highly desirable.

You have a proven experience and capability in managing large-scale WASH programs and teams, with strong leadership and understanding of humanitarian principles, code of conduct, and specific NGO field and operational roles. 

You have already managed Finance, including the preparation of budgets for programs, and demonstrated a strong proposal writing and donor reporting skills.

You are familiar with WASH policies and the Nigerian mission context. You have an experience working in security-volatile contexts.

You are fluent in English (spoken and written).

Your employment conditions

12 months fixed term contract until 30/06/2026, under French legislation or Nigerian Labor law.

National applications :

  • Basic Salary: 1721 USD / month 
  • Living conditions allowance:   219 USD per month (Abuja Rate)
  • Leave allowance: 10% of basic salary per month
  • Pension:  Employer contribution 10%, Employee contribution 8%
  • Annual leave: 2 days per month
  • Private medical insurance and life assurance:  Provided by ACF
  • Relocation Allowance: 130 USD (one time payment if hire is for relocation)
  • Accommodation:  20 calendar days (one time entitlement if hire is for relocation)

International applications :

  • Monthly gross salary from 2597 to 2968€ upon experience,  including 13th month
  • Reimbursement of the pension insurance for non-French citizens:16% of the gross monthly salary and 6% increase after and each 12 months of continuous contract
  • Monthly per diem and living allowance: 838$ net, field paid
  • Monthly country allowance: 150€ 
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses 
  • Salary sustainment measures (sickness, paternity, maternity)
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

Abuja is the country's capital and the ACF Coordination office with 59 national and 12 international staff.

There is a comfortable Guesthouse, with 5 apartments with 3 bedrooms each, and therefore accommodate up to 15 people at a time. The apartments come with a shared standard kitchen, dinning room, TV room and en-suite bedrooms. The Guesthouse comes with standard gym facilities which is open to all occupants at all times. This services is also opened to National staff upon request by the staff and approval from HR. There is a bus provided for movements to and from the office for office work. After work, expatriates can request vehicles for their private movements. 

Abuja is relatively calm and peaceful at the moment. There is no curfew time in Abuja.  Abuja City is blessed with lots to recreational events and parks centre’s, Bars, Lounge and restaurants that sell continental and African dishes. Most of the bars, lounges and restaurant are open and functional 24/7.
