Mozambique faces multiple shocks, including the conflict in Northern Mozambique, frequent natural hazards and disease outbreaks. Cabo Delgado Province, already one of the most vulnerable and poverty-stricken provinces of Mozambique, has been affected since late 2017 by armed conflict perpetrated by Non-state armed groups which has continued to destabilize pockets of territory, generating new waves of displacement and constantly undermining the provision of humanitarian assistance.


ACF team based in Xai-Xai is composed of 1 Logistics Officer, 1 WASH Supervisor, 1 Health and Nutrition Supervisor. Regular missions are set up by technical staff (Health and Nutrition Head of Department, WASH Program Manager, etc.) from Pemba.
The office is shared with Save The Children in Xai-Xai, and negotiations are underway to sign an MoU on sharing the costs of cars and guesthouse.
All support comes from Pemba (no ACF presence in Maputo).

Due to specific security constraints in the province, access has been almost fully restored in all districts except Guija (30% of the population not yet reachable).

 

Your position and responsibilities

Under the supervision of the Country Director,  you will contribute to the development of the Country Strategy. You will be accountable for the development, initiation, implementation, monitoring and execution of ACF programs in Mueda, according to the Country Strategy, ACF standards and donors regulations and requirements. You will manage the support teams and ensure proper support to Program teams according to ACF standards, and you will be in charge of security management in your area of concern, as per ACF standards. You will also be ACF representative towards District authorities, humanitarian actors and other key stakeholders. 

Your missions will be as follows :

  • Coordinate ACF country strategy implementation
  • Coordinate overall implementation of program
  • Manage the team : 1 WASH Supervisor, 1 Health and Nutrition Supervisor and 1 Logistics Officer
  • Facilitate good relationships with coordination teams
  • Represent ACF and liaise with regional authorities, UN, NGOs at field and regional level
  • Ensure reporting and communication
  • Manage security

 

Your profile

 

You hold a Master’s Degree in Humanitarian Program Coordination, International Development or International Relations.

You have at least 3 years of field experience in operational management of humanitarian projects/programs in a similar role, including experiences in emergency context and a minimum of 2 years’ experience in a managerial role.

You are familiar with ACF intervention sectors (FSL, WaSH, Nutrition, MHPSS), you have substantial knowledge of standard logistics procedures and practices as well as developed good knowledge of financial and HR procedures.

You have strong communication, networking and representation skills (written, oral, cross cultural), leadership and management skills (training, coaching, capacity building) in a complex international setting.

You have full professional proficiency in English, and professional working proficiency in one of these languages : Portuguese, Spanish, or Italian.

 

 

Your employment conditions

  • Fixed term contract under French legislation: 6 months until 15/09/2026
  • Monthly gross salary from 2597 to 2968€ upon experience,  including 13th month
  • Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
  • Annual salary increase: 6% increase after and each 12 months of continuous contract
  • Monthly per diem and living allowance: 630€ net, field paid
  • Monthly country allowance: 150€ 
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses (as well as your dependents if you have a family post), and up to 1 month after the end of your contract.
  • Salary sustainment measures (sickness, paternity, maternity)
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

  • Field trips : frequent travel to the districts of Gaza Province.
