Action Against Hunger is well known for its expertise in Nutrition and Health. It started working in Afghanistan in 1995. Its very first mission, has seen a strong focus on emergency responses, targeting primarily refugees, Internally Displaced people, and flood/drought affected populations. Integrated projects in Nutrition and Health, Water, Sanitation and Hygiene, Food Security and Livelihoods, and in Mental Health and Care Practices are implemented . Our work with local partners is essential to gain access to more geographical areas.
The recent political development that followed a period of drought and heavy fighting has plunged the country into an even more profound crisis in the economic aspect, including the shutdown of the financial institutions, the suspension of international structural funding, and fears of food shortage and higher inflation.
In 2023, two-thirds of Afghanistan’s population was expected to need urgent humanitarian assistance to survive as the country enters its third consecutive year of drought-like conditions and the second year of crippling economic decline while still reeling from the effects of 40 years of conflict and recurrent natural disasters. The mission employs 880 staff in five operational bases : Kabul, Helmand, Ghor, Daikundi, and Badakhshan. ACF teams address the underlying conditions leading to deadly malnutrition and food insecurity and provide access to basic health services.

Your position and responsibilities
Under the supervision of the Deputy Country Director - Support, your main mission will be to strengthen the financial management systems and practices of the organization in line with Action Against Hunger (ACF) guidelines, ensuring robust financial oversight, compliance, and capacity development across the country office.
More specifically, your responsibilities will be to :
- Within 4 weeks, lead a participatory assessment of the current financial systems and practices, produce a concise assessment report, and co-develop a practical financial improvement plan
- Collaboratively implement the financial improvement plan by mentoring finance staff, enhancing core financial tools and procedures, and fostering ownership to ensure sustainable financial management aligned with ACF and donor standards.
- Over a 3-month period, strengthen the financial management capacity of finance and relevant program staff through targeted mentoring, on-the-job coaching, and three structured training sessions, with a focus on ownership, and alignment with ACF financial procedures and donor requirements
- By the end of the assignment, deliver a comprehensive final report summarizing the assessment findings, actions taken, capacity-building efforts, and actionable recommendations

Your profile
You have a Bachelor’s degree in Finance, Accounting or Economics with at least 5 years of experience in financial management within NGOs, including the establishment or restructuration of finance departments, training staff and building financial capacity, ideally in multi-country or multi-project environments.
With a strong background in grant management and donor reporting (knowledge of donor compliance regulations), you have experience in budgeting, forecasting, and financial planning.
Your good communication and interpersonal skills enable you to make an effective collaboration across teams and with external stakeholders.
Your analytical, problem-solving and prioritization abilities enable you to conduct thorough financial assessments and produce clear, well-structured reports.
You are able to develop detailed work plans and capacity-building strategies, tailored to the needs of the finance team. You are results-oriented, with a proactive and solution-focused approach to financial management.
Your employment conditions
- Fixed term contract under French legislation: 3 months
- Monthly gross salary from 2597 to 2968€ upon experience including 13th month
- Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
- Annual salary increase: 6% increase after and each 12 months of continuous contract
- Monthly per diem and living allowance: 645€ net, field paid
- Monthly country allowance: 450€
- Cold allowance: Reimbursement for the purchase of winter equipment for a maximum of 380€ per person per year in severe cold contexts.
- Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
- Transportation and accommodation: Coverage of transportation costs and guest house
- ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses (as well as your dependents if you have a family post), and up to 1 month after the end of your contract.
- Salary sustainment measures (sickness, paternity, maternity)
- Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

Kabul base hosts the coordination office in charge of implementing water, sanitation and hygiene and nutrition projects aiming to reduce acute malnutrition in the Kabul Informal Settlements and in one TFU. There are 162 national employees and 13 expat in Kabul with majority of expats located in the capital. There is a well-equipped guesthouse for expats, a coordination office and warehouse located separately.
The Afghanistan Country office is the largest mission in the Asia Region with over 800 national staff and an annual budget of about 18 million US Dollars.
