Action Against Hunger is well known for its expertise in Nutrition and Health. It started working in Afghanistan in 1995. Its very first mission, has seen a strong focus on emergency responses, targeting primarily refugees, Internally Displaced people, and flood/drought affected populations. Integrated projects in Nutrition and Health, Water, Sanitation and Hygiene, Food Security and Livelihoods, and in Mental Health and Care Practices are implemented . Our work with local partners is essential to gain access to more geographical areas.
The recent political development that followed a period of drought and heavy fighting has plunged the country into an even more profound crisis in the economic aspect, including the shutdown of the financial institutions, the suspension of international structural funding, and fears of food shortage and higher inflation.

In 2023, two-thirds of Afghanistan’s population was expected to need urgent humanitarian assistance to survive as the country enters its third consecutive year of drought-like conditions and the second year of crippling economic decline while still reeling from the effects of 40 years of conflict and recurrent natural disasters. The mission employs 880  staff in five operational bases :  Kabul, Helmand, Ghor, Daikundi, and Badakhshan. ACF teams address the underlying conditions leading to deadly malnutrition and food insecurity and provide access to basic health services.

Your position and responsibilities

We are seeking a highly skilled MEAL Expert to join our team, focused on enhancing the Monitoring, Evaluation, Accountability, and Learning (MEAL) capacity within the organization to promote sustainable change.

Under the supervision of the Deputy Country Director Program, you will be responsible for developing and implementing strategic frameworks aimed at improving departmental performance, which includes assessing current MEAL practices, identifying gaps, facilitating targeted training programs for staff based in the capital and field offices, and establishing essential tools to enhance the department's capacity. This role involves ensuring robust quality controls for data collection, analysis, and reporting processes, while collaborating closely with program teams to align MEAL practices with the organization's objectives. Integrating lessons learned into program development and implementation. The MEAL Expert will drive continuous monitoring and evaluation of departmental improvements, providing valuable insights for ongoing enhancements and offering necessary support to the MEAL technical experts in the organization, and extending support for the ACF partners MEAL experts.

More precisely, you will be responsible for the following missions

- Review and Enhance Accountability Standards

 

Your profile

You hold a Master's degree in Economics, Social Sciences, Demography, Monitoring and evaluation, Development Studies, Quantitative Methods or Data Science, Public Policy, Business Administration (with a focus on project management), or a related field. you have professional experience minimum of 8 years of relevant experience in humanitarian projects, with at least 4 years in a coordination and capacity building role focused on Monitoring, Evaluation, Accountability, and Learning (MEAL). You demonstrated experience providing strategic support to the MEAL team and consultation for the senior management in transforming the department

You have proven ability to multi-task and demonstrated leadership qualities, enabling you to effectively manage and mentor a diverse team while fostering an inclusive and collaborative work environment.

You have the ability to handle stress and pressure and have excellent communication skills. You are fluent in English, with strong reading, writing, and speaking abilities.

Your employment conditions

6 months fixed-term contract under French or Afghan labor law.


For international candidates:

  • Monthly gross salary from 2597 to 2968€ upon experience,  including 13th month
  • Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
  • Annual salary increase: 6% increase after and each 12 months of continuous contract
  • Monthly per diem and living allowance: 645$ net, field paid
  • Monthly country allowance: 450€ 
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses 
  • Salary sustainment measures (sickness, paternity, maternity)
    Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year

  • Basic Salary – 186732Afn/month
  • Primary Medical Allowance – 2000 Afn
