Your work environment

Since 2013, ACF has played a pivotal role in responding to the dire humanitarian crisis in Iraq, stemming from the sudden influx of refugees escaping the Syrian crisis and the conflicts with ISIS. In 2023, our budget for operations in Iraq stands at 3 million euros. Our strategic bases in Mosul, Sinjar, and Basra, along with the capital office in Erbil, enable us to coordinate efficiently and provide support where it's most needed. Our team is running operations of approximatively 3 million euros. The current donors of the mission are BHA, SIDA, OCHA, CDCS, and ACF

Action Against Hunger has been working in Yemen since 2012 and is present in both the North and South of the country with sectorial expertise focused on Health and Nutrition, FSL, WASH, and Mental Health and Psychosocial Support (MHPSS). Action Against Hunger has strong technical and operational capabilities in Yemen, with additional support provided through our international network, ensuring technical, managerial and financial support as needed. Our team is running operations of approximatively 7 million Euros. The main donors of the mission are ECHO, GFFO, GAC, CIAA and CDCS. 

We are looking for a Grants and Partnerships Coordinator for Iraq and Yemen, based in Erbil, Iraq with ability to work closely with stakeholders in Yemen and Iraq Country Offices (at least 1 month out of 3 in Yemen). 

 

Your position and responsibilities

Under the supervision of the Deputy Country Director for Progammes, your role will be to  ensure quality  and compliance of ongoing as well as pipeline programmes and partnerships aligned with internal and external requirements for both Iraq and Yemen Country Offices.

This position covers both Iraq and Yemen and would report to the Deputy Country Directors (DCD) in both Country Offices (with line management in Iraq).

More specifically, your missions will be to :

  • Ensure Programme and Operations Development
  • Design Program
  • Support the elaboration of internal and external reporting documents and ensure the follow up of both Country Offices reporting obligations
  • Provide donor compliance support to the teams and coordinate efficient communication and information/document sharing within the Country Offices
  • Ensure Partnership Management and Support

 

Your profile

You hold a Master degree in political science, international relations, international development or project management.

You have at least 6 years' experience within a humanitarian, development organization, or international NGOs, including 3 years in a similar position.

You have successful experience in project proposal writing, validation procedures and process coordination, external communications with donors and partners.

You are familiar with the humanitarian project management cycle and the logical framework concept, and have a good grasp of the rules and regulations of major donors.

You are able to work in a high-pressure environment.

You have excellent communication skills in English (oral and written).

Your employment conditions

  • Fixed term contract under French legislation: 6 months until 30/09/2025
  • Monthly gross salary from 2597 to 2968€ upon experience,  including 13th month
  • Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
  • Annual salary increase: 6% increase after and each 12 months of continuous contract
  • Monthly per diem and living allowance: 644$ net, field paid
  • Monthly country allowance: 300€
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses (as well as your dependents if you have a family post), and up to 1 month after the end of your contract.
  • Salary sustainment measures (sickness, paternity, maternity)
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

The mission currently employs 3 international and 39 national staff, working from the coordination office in Erbil, field offices in Mosul, Sinuni sub-base and Basrah. ACF is intending to expand to other locations in the country especially Dyala with the BHA project.

The coordination is located in Erbil which is the the capital of the Kurdistan Region of Iraq, has a unique political landscape shaped by the region's semi-autonomous status. The Kurdistan Regional Government (KRG) plays a significant role in governing Erbil, fostering a degree of political stability. Erbil is estimated to have a population of around 1.5 million people. Socio-Economic Situation: The city has experienced economic growth, particularly with investments in the oil and gas sector. The Kurdistan Region's relative stability has attracted business ventures and contributed to the region's economic development. The population of Erbil is predominantly Kurdish, with a notable presence of Arabs and minorities. The majority of residents are Sunni Muslims, but there is also a substantial Christian and Yazidi minority. Erbil generally enjoys a more stable security environment compared to other parts of Iraq. The KRG's focus on internal security measures contributes to a safer atmosphere. However, occasional security concerns persist, and expatriates should remain vigilant and adhere to security guidelines.
