In mid-2021, ACF decided to establish a fully structured mission in Mozambique and commence its activities following the findings of an initial scoping mission conducted in October/November 2020 and a rapid informal information-gathering exercise for nutrition in May 2021. This strategy is based on these results, combined with information gathered through ACF’s field presence and participation in clusters since early 2021.
Given the volatility of the context, including changes in the security situation since March 2021 and the consequent increase in humanitarian needs, ACF plans to conduct a Food Security & Livelihoods targeted assessment in December 2021.
Humanitarian needs among conflict-affected populations in Cabo Delgado are wide-ranging and cover all of ACF’s core sectors of expertise, including Food Security & Livelihoods, Nutrition & Health, and WASH. These have been prioritized as part of ACF's emergency strategy in partnership with local and international NGOs already present in the region to support the emergency response.
The mission is new and still under construction, with the strategy currently being developed and reflected in the MEAL department. This role offers the opportunity to design the ideal structure for your department and strategy based on the mission’s strategic objectives. Your position and responsibilities

Under the supervision of the Deputy Country Director Program, you will ensure the quality, relevance and technical innovation of the MEAL strategy on the mission, supporting the Program Department at the coordination and grassroots level in the implementation of quality projects and increasing its accountability to beneficiaries, intervention communities and all stakeholders (state authorities, implementing partners, donor). 

More precisely, you will be responsible for the following missions :

  • Contribute to the definition of the country strategy and the positioning of the MEAL department.
  • Coordinate the identification of MEAL needs, the formulation of MEAL components of project proposals and the internal and external reporting related to them.
  • Coordinate the functioning of the MEAL department by supporting the implementation of programs/projects in terms of monitoring, evaluation and learning.
  • Ensure that field staff provide rigorous training for internal and external enumerators that includes the ACF mandate, key project information, and the application of ethical and rigorous data collection procedures.
  • Support the mission in strengthening the accountability of its programs to beneficiaries, communities of intervention and all stakeholders.
  • Set up a centralized Information Management System, ensure that this system is used at mission level and conduct trainings to the field team to roll out the new system and tools, systemized mobile data collection systems and ensure other technologies are in place to strengthen monitoring and reporting of MEAL activities.
  • Provide technical support in the use of the Information Management System and conduct regular data quality assurance, implementing Data Quality Assurance (DQA) processes and tools.

  • Ensure the recruitment when necessary of his team, and support the recruitment process of all MEAL positions of the mission according to the HR guidelines in force.

 

Your profile

You hold a Master’s degree in Monitoring and Evaluation, International Relations/Affairs, Humanitarian Affairs, International Development, Public Health, Statistics, Epidemiology, Demography, or a related field.
You have a minimum of 5 years of experience working with NGOs in multi-sector programming within the domain of MEAL, including at least 2 years in a coordination-level position within an NGO.
You have the ability to work in a challenging security environment.
Experience in a structure implementing multi-sectoral projects is required.
Previous experience in a MEAL department coordination position would be an asset.
You have strong knowledge of GIS software (e.g., QGIS, ArcGIS) and their potential applications in humanitarian MEAL.
You possess excellent management and communication skills.
You are fluent in English (both written and spoken); fluency in Portuguese would be an asset.

 

Your employment conditions

  • Fixed term contract under French legislation: 12 months
  • Monthly gross salary from 2593 to 2968€ upon experience,  including 13th month
  • Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
  • Annual salary increase: 6% increase after and each 12 months of continuous contract
  • Monthly per diem and living allowance: 622€ net, field paid
  • Monthly country allowance: 150€
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • Transportation and accommodation: Coverage of transportation costs and guest house
  • Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
  • Salary sustainment measures (sickness, paternity, maternity)
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period
