Action Against Hunger (ACF) has been operational in Nigeria since 2010 and has been able to successfully implement integrated programs in Nutrition, Health, Food Security and Livelihoods (FSL) and Water, Sanitation and Hygiene (WASH). Further, the mission has expanded its programs in the wake of conflict in Borno state since 2017, focusing on long-term sustainable programs focused on system strengthening for the Health, WASH, Social Protection, and Agriculture sectors. ACF has also been operating in Jigawa and Kano states in the Northwest with social protection, advocacy and policy-level interventions. The mission launched a response in Sokoto state in the Northwest in 2021 following the cholera outbreak. Since 2018, ACF has been among the leading agencies in implementing the Rapid Response Mechanism (RRM) in Northeast and Northwest Nigeria (Borno, Yobe, Jigawa, Kano, Bauchi and Sokoto states) to address the urgent humanitarian assistance to the displaced populations. Currently, ACF is implementing multi-sectoral emergency and development-oriented programs in Yobe, Borno, Jigawa, Kano, Bauchi and Sokoto States reaching  2,732,030 individuals ( 1,133,162 Male; 1,598,868 Female) in the year 2022. Despite the remarkable achievements in the humanitarian sector, ACF, like other humanitarian actors, has been continuously affected by the shrinking humanitarian space due to the security context caused by the operation of non-state armed groups.

Under the supervision of the Deputy Country Director - Operations, you will be responsible for the overall coordination, leadership and management of ACF programs and operations in Borno State, Nigeria, including coordination for Damasak Field Office.

More precisely, your missions will be to :

• Effectively manage and develop ACF Programming and Strategy in Borno State, Northeast Nigeria

• Ensure Safety and Security of ACF personnel and assets

• Ensure overall accountability for ACF Finance, Human Resources, and Logistics in the Maiduguri Base and Damasak Field Office

• Represent in the field ACF and adherence to Mandate and Charter/Principles

• Manage and support to local implementing partner(s)

• Ensure reporting, capitalization and contribute to quality and accountability

You will manage 4 Support Team directly (the HR, Finance, Logistics Managers, Liaison Manager, Program and Project Managers), including Operations Team and  98 people indirectly.

You hold a degree in social science, international relations, international development, humanitarian response or relevant field, with significant experience (7 to 10 years) with INGOs, in insecure setting in the same type of position.

A previous experience with ACF in emergency and post-emergencies setting is an asset.

You are able to organize, train and motivate a multicultural team. You are disciplined and able to work independently.

You have excellent diplomatic, negotiation, drafting and written skills. You are also able to adapt and communicate effectively.

You master English, both spoken and written.

International applications :

• Fixed term contract under French legislation: 12 months

• Monthly gross salary from 2597 to 2968€ upon experience,  including 13th month

• Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary

• Annual salary increase: 6% increase after and each 12 months of continuous contract

• Monthly per diem and living allowance: 838$ net, field paid

• Monthly country allowance: 450€  

• Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)

• Transportation and accommodation: Coverage of transportation costs and guest house

• Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses, and up to 1 month after the end of your contract.

• Salary sustainment measures (sickness, paternity, maternity)

• Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

• Basic Salary: 1721 USD per month
• Living conditions allowance: 141 USD per month
• Leave allowance: 10% of basic salary per month
• Pension: Employer contribution 10%, Employee contribution 8%

• Relocation Allowance: 130 USD
• Accommodation: 20 calendar days

Nigeria is one of the biggest missions for ACF France. The Mission is currently going through an exciting phase of transitioning to localization, mixture of humanitarian, recovery and longer-term development programming in partnership with the state governments, local and international partners. The importance of enhanced collaboration with key stakeholders is critical to achieving the desired outcomes. ACF is well known as a key actor in health, nutrition, WASH and FSL response.

Currently the mission has a significant portfolio in Borno with strong potential for growth. ACF is a key player in the push to strengthen programming for vulnerable populations in Northeast Nigeria through increased advocacy to several donors who have signaled an interest.
