Created in 1979, Action contre la Faim is a non-governmental organization that fights against hunger. Its charter of humanitarian principals- independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency - has been part of its identity for 45 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Action contre la Faim focuses its actions on 7 main areas of expertise: Nutrition and Health – Mental Health, Psychosocial Support – Food Security and Livelihoods – Water, Sanitation and Hygiene – Advocacy – Climate – Research. Mozambique faces multiple shocks, including the conflict in Northern Mozambique, frequent natural hazards and disease outbreaks. Cabo Delgado province, already one of the most vulnerable and poverty-stricken provinces of Mozambique, has been affected since late 2017 by armed conflict perpetrated by Non-state armed groups which continued to destabilise pockets of territory, generating new waves of displacement and constantly undermining the provision of humanitarian assistance.
ACF has been implementing its humanitarian response with an integrated, multi-sectoral approach, addressing WASH, Health and nutrition, Food Security & Livelihoods amongst the Mozambican Internally Displaced Persons (IDPs) in camp and non-camp settings, as well as returnees and host communities. In 2024, ACF is willing to continue the humanitarian intervention in the areas still presenting urgent needs but also focusing on post-emergency / recovery interventions. Our team is running operations of approximatively 7 million euros. The main donors of the mission are USAID BHA, DG ECHO, SIDA, and the Crisis and Support Centre of the French Ministry for Europe and Foreign Affairs.

Under the supervision of the Country Director, you will provide leadership at area level in order to implement a quality and timely intervention to events as assigned.
Your missions will be as follows :
- Provide leadership and/or set-up and support to operational and program implementation
- Participate in programming and strategy development
- Ensure overall accountability for area Finance, Human Resources, and Logistics
- Manage team : 1 Field Coordinator, 1 Field Manager, 1 Deputy Area Coordinator, 3 Area Support Managers and Area Programme Managers
- Coordinate internal and external
- Participe in other tasking, limited duty, and secondment

You have a higher degree in a field related to humanitarian action: project management, technical training related to one of our sectors of intervention, human resources management, financial management, etc.
You have at least 3 years of field experience with international NGOs in a similar position and in complex security context.
A previous experience with ACF Mozambique is an asset.
You are fluent in English and Portuguese.
- Fixed term contract under French legislation: 6 months until 15/10/2026
- Monthly gross salary from 2899 to 3376€ upon experience, including 13th month
- Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
- Annual salary increase: 6% increase after and each 12 months of continuous contract
- Monthly per diem and living allowance: 630€ net, field paid
- Monthly country allowance: 150€
- Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
- Transportation and accommodation: Coverage of transportation costs and guest house
- Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees, for your medical expenses (as well as your dependents if you have a family post), and up to 1 month after the end of your contract.

- Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

ACF Mission working in Cabo Delgado Province in 4 components activites: WASH, H&N, RRM and FLS. The mission currently employs 13 international staff and 128 national staff. Staffs from the field and managers makes regular trips to the bases whenever security conditions allow.
Pemba is the largest and capital city of Cabo Delgado Province. While classified as a non-family duty station, Pemba offers a permissible work-life balance, with accessible tropical beaches and no enforced no-go areas, apart from the usually forbidden military bases in the city. The city of Pemba is overall calm. Pemba is an average-sized town with all commodities (market, supermarkets with both local and international products, bars, restaurants, gyms, etc.) Pemba has beautiful beaches. It is possible to explore Pemba Bay by boat, do snorkelling, dive, etc.
Expatriates leave in small houses on a shared compound. All houses have a living room with a kitchen and two bedrooms with their respective bathroom. All houses are equipped and have an internet connexion. The compound is close to Pemba main beach and some restaurants.
